richard miller makes the point that the ability to sing fast moving passages is key to developing a truly free sostenuto. many singers think of the production of the voice as being different for these two types of passages but, they aren't. the thing that distinguishes them is the rate at which you change pitch. so, the sostenuto passages should be sung with the same production as the fast moving passages. you may want to check and see if there are things you are doing differently when going from one to the other.
unfortunately, that might not be enough of an answer. it may be possible that the condition for too much vibrato may exist during your singing of fast moving passages but, the pitches are changing to fast to detect it. however, i suspect that your excessive vibrato is the result of thinking of the production of your sound as being confused with the rate you change pitches.
