Histrionic means excessively dramatic. There is a also personality
disorder called histrionic personality disorder, which could have been
what they were referring to with Mr. McCain (I don't know since I didn't
read about this myself), and it means someone who is excessively
dramatic, narcissistic and self-centered, to the detriment of their
healthy functioning in the world.
