In that case, I would recommend that you head over to http://www.snopes.com, click on "Inboxer Rebellion" and look at the Mikkelsons' page on "Save Afghan Women."
You'll learn that the e-mail address *was* that of a well-meaning college student who started the petition. The resulting volume of mail forced the shutdown of the account. Consequently, the names on this petition are NOT being collected ANYWHERE. Forwarding this petition did squat for saving even one Afghan woman or girl.
I use the language I do because of an unfortunate experience I had with this petition when it was forwarded to my work e-mail. I attempted to reply to the maillist it came from. One of the addresses was for a spam-generating server. The resulting mess of junk mails to and FROM my address forced the shutdown of the company e-mail system. I think the only reason the IT manager didn't cut out my heart and eat it is that he's a Hindu vegetarian.
I repeat Isabelle's advice to write (preferably on paper) to your Congressperson, parliamentary representative, president, prime minister, UN ambassador, whoever. E-mail petitions do not, repeat, DO NOT effect any change, except to turn the hearts and minds of the recipients against the cause, however worthwhile it may be.
