I do know that recent federal legislation prohibits websites from collecting
email or other demographic information from children under 13. By entering a
year such as 1999 in the birthdate section of the enrollment form the web
server automatically was programmed to suspend the account and require the
parental fax even though you are an adult fudging the sign up info. While
aggravating, this is not personal and the website could face legal charges
if they were shown to be collecting personal info from children.
