This was very common at the Paris National Conservatoire not so long ago. Since voice teachers stay there till they retire, there are certain periods during which there are very few good teachers (for example if opera was considered old-fashioned twenty years before and few brilliant people chose that career). Back then, if you needed the Conservatoire environment and diploma, but also needed to improve your voice, you needed a second teacher - that is a real one.
By 2020, there will be another problem: lots of fantastic teachers, but maybe no interest in opera in young people any more! Who knows? ;-)
