Mike and David, I feel there is another point that needs mention with this conversation. There are THREE levels of the larynx. Normal, Lowered and Raised.
It seems obvious to me that on the breath intake the larynx lowers but the point that needs to be defined is whether, after the breath has been exhaled, we speak of the raising larynx as at the NORMAL position or something higher. Of course the central position is the normal and relaxed one, so in fact mike, the larynx does rise after the breath has been exhaled but this never need NEVER happen if, as RM says, the end of the phrase is the new breath. Just my simple thoughts.
