When faced with a female student who will not "switch" from chest to head, or has difficult doing it, I eliminate the possibilities. I'd approach it more from the head voice - do alot of vocalizing from top (not to high) to bottom. (slides are really good for this). Have them keep the sensation of head voice as low as they can keep it.
This has worked really consisently for me, and gives the students more of an ability to mix their voices, instead of thinking of it as having two distinct parts.
