I think the answer to that question lies again in what kind of singer it is.
For me, I am much more coordinated from a bottom up perspective. Although,
that said, it did take me years to learn the correct bottom voice. The
incorrect one is tense and throat oriented, and that causes a whole other set
of problems.
So, I can easily see where it might be necessary to work from the top down
for awhile to disengage the tense throated low voice, and then go back to
finding the open throated low voice that connects all the way to the top.
