1) Recite the text without the music, as if you were doing a poetry
reading. This should give you a lot of clues about how to phrase the text.

2) Work with a coach who knows the piece. He/she will have some very good
ideas about phrasing. Your voice teacher may too: ask her/him!

3) Listen to a recording (or two or six) of the piece to get some idea of
its "shape".

There are more things you can do, but I'd start with these three.
