I've only heard a few recordings of Visse, but I agree about
his tone. He sort of reminds me of Yoshikazu Mera, and I can't help
wondering if their similar physical state (both very short and no
facial hair whatsoever) has anything to do with it. I've never heard
Visse speak, but I get the sense he'd have a tenorino (basically an
unchanged) speaking voice, much like Mera's, another very androgynous
countertenor.

It may be their smaller larynges that make them sound somewhat
feminine. I have no doubt that the mechanism at the top is just like
any other countertenor, but that the size and shape of their vocal
tract give them a more womanly tone.
