The ventricular folds (VF) are superior to and distal (lateral?)to the true folds (TF). When looking at the folds from the top you are also seeing the ventricular folds though you may not be aware of it. They are connected to the corniculate cartilage and go along for the ride whenever you move the TFs. To approximate the VFs, you must hyper adduct the TFs. Also, you don't possess the same musculature in the VFs as in the TFs, hence, you don't have the same pitch control mechanism. You need to get an anatomy book that shows the coronal section of the larynx. That would clarify all this for you.
