While I don't know that it's been studied, but creatine should have no effect on the voice. It is a precursor of muscle structure, not a hormone.
OTOH, creatine is used to allow increased muscle building at a rapid rate. It probably helps, but the exertion if not done properly puts undue pressure on the vocal folds and can irritate them. We've discussed the problems of improper weight training in the past.
