I've contacted ALL the churches in the area where I work. Some were open to
letting me come in during lunch and rehearse, some weren't. I've
established a nice relationship with a Baptist church around the corner from
my place of work. I don't use it regularly, but call ahead. If someone is
there during the time I need to rehearse, I'm welcome to use the facility.
Often, it is the pastor who is there. Sometimes the secretary. I am able
to be flexible in my work schedule so I can accommodate their availability.
Schools are also helpful. Try an ad in a local paper and perhaps a local
resident will be interested in allowing you to use his/her home. (Bring a
friend if you feel uncomfortable.)

Are there any universities with music departments in your area. I used to
live in an apartment where the guy in the apartment below me who stayed up
regularly until 1.00 or 2.00 a.m. playing hip-hop really LOUD, to the
point where it not only
vibrated my walls and floor, but I could actually make out the lyrics, had
the unmitigated gall to complain to management about my vocal practice
because my usual time for my one-hour (at that time) daily practice was
during lunch hour (I would drive home from
my day job for this), woke him up - I am NOT making this up. Nor am I
living in that apartment any longer. So I needed to find another practice
location, and discovered two university music buildings within reasonable
driving distance where I could always find empty practice rooms. Because
I'm in Washington, DC and not in New York City, I was able to use these
practice rooms for free. I suspect if you're in a MAJOR city (vs. the
nation's capital) you may have to pay if you want to use a university
practice room.

I never had any success with churches I approached about using their
facilities. Perhaps had I been a member of the church, or better yet, in
the choir, I might have received a different answer. But generally I
found churches to be particularly uncharitable in this regard.

Again, if there is a university in your area with a decent music program,
it will probably include a composing class in its curriculum. That would
probably be a good place to start with some "expert" guidance.
